Support for victims of abduction to the North

Eligibility to apply for the payment of consolation money to victims of the abductees to the North has been vested with the family members of those abductees to the North who have not yet returned or those who have died while detained in North Korea for three or more years. The support group for the victims of abduction to the North conducted a primary fact-finding survey, whose outcome led the survey and deliberation subcommittee to grant the victims eligibility for consolation or compensation money. When thus ascertained, actions were taken to restore their reputation and to determine the appropriate amount of consolation or compensation money. Finally, the Deliberation Committee on Compensation and Support for Abduction Victims decided on the payment of consolation or compensation money to the victims.

Meanwhile, those abductees killed or injured by the exercise of public force in connection with damages incurred by their abduction may apply for payment of medical subsidies and compensatory money using a procedure similar to that for the payment of consolation or compensation money to the victims of abduction to the North. The government has also provided support to help resettle those abductees who have returned to South Korea.

A total of KRW 14.8 billion of consolation or compensation money has been paid to 428 victims of abduction to the North, pursuant to the Act on Compensation and Assistance for Post-war Abductees Korea after the Conclusion of the Military Armistice Agreement.
