Government efforts

Efforts through South-North relations :

The government has also made diverse efforts to reach an agreement on fundamental settlement of the abductee issue through South-North negotiations, including South-North summit talks, ministerial meetings, Red Cross conferences and working-level Red Cross talks between the two sides.

The South Korean government has endeavored to settle the abductee issue through cooperation with the international community based on international conventions, including the United Nations and other international organizations.

Support for victims of abduction to the North

Eligibility to apply for the payment of consolation money to victims of the abductees to the North has been vested with the family members of those abductees to the North who have not yet returned or those who have died while detained in North Korea for three or more years.

Abductees who have returned home

Since 2000, nine abductees have returned to South Korea by escaping from North Korea. The South Korean government has provided monetary compensation and a housing subsidy to help them resettle in South Korea. The government also supports abductees who have returned to South Korea through a specialized resettlement support program, as most of them are elderly persons suffering from extreme financial hardship.
